Virtualizing the Public Sector Processes using Information Systems
Speeding the public sector to the virtual orbit is primarily fueled at the policy level and less at the action level. Our survey conducted in November 1999 - February 2000 on IT in Danish government at national level (N=350) and local level (N=550) points to an overall lack Internet strategy in government. Less than one out of three units have a formal strategy. Furthermore, there is a general lack of knowledge on the content of the strategy within the various functions in the departments. Onwards, there is no or very limited use of digital technologies that could enable the governmental units to become (partial) virtual units. Although the governmental organizations portray themselves as transparent, accessible and accountable, we find no empirical evidence for the use of IT to support or enable such features.
